After installation of your computer, time zone and changing of date manually and automatically like cellphones are not included directly now into the Windows OS. Clicking seems now doesn't works.
What to do
Go to All Settings which most of the people doesn't know it and type "Time":
Once it is set manually changes, we can now apply the new time and date
Anyway, We can still access changing of Time and date, adding of clocks and changing time zones by typing: timedate.cpl to Run Window.
